To bi bilo v nasprotju z njihovim poslanstvom.<\/p>\n<p>Sile prostega trga bi morale imeti vlogo pri nadaljnjem izobra\u017eevanju &#8211; tak\u0161na je politi\u010dna volja, ki je bila uresni\u010dena v za\u010detku leta 2017 z zakonom o nadaljnjem izobra\u017eevanju. To seveda velja tudi za programe nadaljnjega izobra\u017eevanja na univerzah. Ponujeni morajo biti na podlagi pokrivanja stro\u0161kov in ne smejo izkrivljati konkurence. Trg nadaljnjega izobra\u017eevanja se \u017ee leta dinami\u010dno razvija zaradi visokih zahtev sveta dela in s tem povezane potrebe po stalnem poglabljanju znanj.<\/p>\n<p>Tr\u017eni dele\u017e univerz zna\u0161a 2,6 odstotka, dele\u017e univerz uporabnih znanosti pa 2,9 odstotka. \u010ceprav torej univerze nikakor nimajo prevladujo\u010de vloge, se njihov razvoj na podro\u010dju nadaljnjega izobra\u017eevanja vedno znova kriti\u010dno ocenjuje. Trdi se na primer, da univerzitetno nadaljnje izobra\u017eevanje konkurira vi\u0161jemu poklicnemu izobra\u017eevanju, da je nadaljnje izobra\u017eevanje, ki ga ponujajo univerze, subvencionirano z javnimi sredstvi ali da univerze z nadaljnjim izobra\u017eevanjem delajo &#8220;velike posle&#8221;. To pomeni, da imajo univerze lasten interes za ustvarjanje in maksimiranje prihodkov. \u010ceprav je kritiko mogo\u010de zlahka ovre\u010di, ima negativni javni diskurz vseeno u\u010dinek:<\/p>\n<h3>Praksa in znanost<\/h3>\n<p>Na politi\u010dnem prizori\u0161\u010du so vse glasnej\u0161i glasovi, ki pozivajo k ve\u010dji regulaciji. Nedavno vzpostavljeni prosti trg nadaljnjega izobra\u017eevanja naj bi bil za univerze ponovno omejen. Vendar je to v nasprotju z njihovim poslanstvom. Univerze naj bi svoje znanje dajale na razpolago v korist dru\u017ebe in gospodarstva, kar lahko po\u010dnejo zlasti s stalno posodobljeno ponudbo nadaljnjega izobra\u017eevanja. Zlasti univerze uporabnih znanosti, katerih &#8220;DNK&#8221; vklju\u010duje dvojno usmerjenost v prakso in znanost, so predestinirane, da usposobijo strokovnjake in mened\u017eerje za hitro spreminjajo\u010di se svet dela, ki postaja vse bolj povezan in kompleksen. Poziv k ureditvi se trenutno nana\u0161a na vpra\u0161anje, kak\u0161en okvir naj bi veljal za sprejem v visoko\u0161olsko izobra\u017eevanje. Obstaja soglasje, da je &#8220;kraljevska pot&#8221; sprejemanje oseb s terciarno izobrazbo in da lahko osebe brez terciarne izobrazbe sodelujejo le v povsem izjemnih primerih. Razhajanja obstajajo pri vpra\u0161anju, pod kak\u0161nimi pogoji naj bi imele dostop osebe s terciarno stopnjo B kvalifikacije. Obstaja zahteva, da se to uredi s kvotami, tj. da se njihovo \u0161tevilo omeji s togim pravilom. Dolo\u010diti je treba, da mora imeti &#8220;ve\u010dina&#8221; udele\u017eencev univerzitetno izobrazbo. &#8211; Poklicno usposabljanje omogo\u010da visoko stopnjo zaposljivosti. Diplomanti vi\u0161jega poklicnega izobra\u017eevanja in usposabljanja pogosto opravljajo v svetu dela na svojih strokovnih podro\u010djih primerljive naloge kot univerzitetni diplomanti. V skladu s tem imajo pogosto enake potrebe po nadaljnjem usposabljanju ali pa bi radi raz\u0161irili in poglobili svoje strokovno znanje na istih podro\u010djih. Bistveno je, da se tem strokovnjakom na razli\u010dne na\u010dine omogo\u010di vklju\u010devanje v vse\u017eivljenjsko u\u010denje in s tem tudi dostop do znanstveno utemeljenega univerzitetnega nadaljnjega izobra\u017eevanja. Vendar mora biti to povezano z jasnimi pogoji na podro\u010dju kompetenc: Da bi zagotovili izpolnjevanje zahtev, je potrebno ve\u010d let kvalificirane strokovne prakse na strokovnem podro\u010dju, ki je pomembno za ustrezno stalno izobra\u017eevanje, in zadostne znanstvene kompetence. To morajo zagotoviti univerze.<\/p>\n<h3>Ohranjanje enakih mo\u017enosti<\/h3>\n<p>S sistemom kvot prehod iz vi\u0161jega poklicnega izobra\u017eevanja v visoko\u0161olsko izobra\u017eevanje ne bi bil ve\u010d povezan s kompetencami. Namesto tega bi bil odvisen od tega, koliko drugih ljudi bi \u017eelelo hkrati nadaljevati z visoko\u0161olskim izobra\u017eevanjem. Nekateri bi imeli preprosto sre\u010do, drugi pa ne. To kr\u0161i enake mo\u017enosti, \u0161kodi dokazani prepustnosti \u0161vicarskega izobra\u017eevalnega sistema, vodi do izobra\u017eevalnih biografij, ki se kon\u010dajo v slepi ulici, in onemogo\u010da nujno stalno izpopolnjevanje na\u0161ih kvalificiranih delavcev. Obstoje\u010da ponudba nadaljnjega izobra\u017eevanja bi se na posameznih podro\u010djih poru\u0161ila.<\/p>\n<p>Pritisk na pridobitev univerzitetne izobrazbe bi se \u0161e pove\u010dal, saj poznej\u0161e preusmeritve iz poklicnega izobra\u017eevanja in usposabljanja ni ve\u010d mogo\u010de zagotoviti. Poleg tega bi bil \u0161vicarski visoko\u0161olski sistem kot celota oslabljen, saj mednarodnim ponudnikom izobra\u017eevanja, ki vse bolj vstopajo na trg, ne bi bilo treba upo\u0161tevati uredbe o kvotah.<\/p>\n<h3>Spletna stran<\/h3>\n<h3>Nadaljnje izobra\u017eevanje je nejavna zadeva<\/h3>\n<p><strong>Klaus Hekking<\/strong> je predsednik Evropske zveze za visoko \u0161olstvo.<\/p>\n<p>V zgornjem \u010dlanku, objavljenem v \u010dasopisu Neue Z\u00fcrcher Zeitung 23. junija 2020, se avtorji zavzemajo za odprtje komercialnega trga naprednega usposabljanja za dr\u017eavne univerze v \u0160vici. Ker ne gre le za razpravo v \u0160vici, temve\u010d v celotnem evropskem visoko\u0161olskem prostoru (EHEA), menimo, da je treba pojasniti na\u0161e stali\u0161\u010de o tej zadevi.<\/p>\n<p>Z vidika evropske regulativne politike menimo, da je prav, da se dejavnosti dr\u017eavnih univerz, ki se ve\u010dinoma financirajo iz dav\u010dnih sredstev, na prostem trgu nadaljnjega izobra\u017eevanja omejijo. Njihov vstop na ta trg s pomo\u010djo fakultet in infrastrukture, ki se financirajo iz davkov v EU, je lahko nezdru\u017eljiva pomo\u010d v skladu s 107. \u010dlenom PDEU, saj izkrivlja konkurenco na prostem trgu izobra\u017eevanja in ogro\u017ea preverjene in delujo\u010de poslovne modele zasebnih visoko\u0161olskih ustanov, ki ne prejemajo javnih subvencij.<\/p>\n<p>Nadaljnje izobra\u017eevanje v Evropi je tradicionalno nejavna zadeva in domena zasebnih visoko\u0161olskih ustanov. Ti z lastnim denarjem, s polnim podjetni\u0161kim tveganjem in v hudi konkurenci razvijajo prilagojene in s prakso povezane visokokakovostne programe nadaljnjega usposabljanja za industrijo, \u010desar ne smemo pozabiti: Mnogi med njimi za to dejavnost pla\u010dujejo tudi davek od dohodkov pravnih oseb. Tako ta preizku\u0161eni model nadaljnjega izobra\u017eevanja ustvarja situacijo, v kateri zmagajo vsi: \u0161tudenti, stranke, zasebni visoko\u0161olski zavodi in dr\u017eava. Ta model je dobro deloval v preteklosti in zdaj ter bo deloval tudi v prihodnosti. Nadaljnje izobra\u017eevanje, ki se financira iz javnih sredstev, ni potrebno in nima dodane vrednosti.<\/p>\n<p>V ponudbi nadaljnjega izobra\u017eevanja ni vrzeli, ki bi jo nujno morale zapolniti javne univerze. To postane jasno \u017ee samo iz dejstva, da je povpra\u0161evanje po ponudbi nadaljnjega izobra\u017eevanja dr\u017eavnih univerz zelo majhno, saj je njihov tr\u017eni dele\u017e manj\u0161i od 3 %.
